| Implementation of the Rare Earth Reserve Policy without Delay |
| Based on the supply-demand situation of rare earth resources both in China and in the whole globe, this paper has analyzed the urgency of implementing rare earth reserve policy in China, and also expounded the necessity of this policy from the aspects of indirect restriction of the export by evading WTO treaty, strengthening China’s power in transacting businesses with other countries, and degrading the venture of foreign exchange reserves. In the light of the successful experience obtained by the USA and Japan and the present situation of China, this paper tentatively draws the outline of constructing the strategic reserves system for rare earth resources, which includes the combination between resources and materials, and the division of responsibilities between government and enterprises. |
